Eleven men have been arrested during the past six weeks as part of an undercover operation by the Huntington Police Department to curb the activity at Harris Riverfront Park in the downtown and Rotary Park, which is located off of U. Plain-clothes officers patrolling the parks have found that men use the hiking trails at Rotary Park to perform sexual acts during the day.

Undercover officers also have found that the men will use "lookouts" at Rotary Park to warn one another of nearby hikers and people playing disc golf, Holbrook said. Before Rotary Park's two disc golf courses were built, the Park District closed the upper level of the park to vehicular traffic during the day, he said.
Although McClelland said complaints from the public are rare, the upper level of Rotary Park has gained the reputation as a place where men meet to engage in sexual activity, he said. The best way we know of to curb this is through undercover police work.
McClelland went to Huntington Police for assistance about 18 months ago. Officers patrolled the park periodically as resources were available, but it only proved to be a Band-Aid, Holbrook said. The department now has to approach the problem the same way it does prostitution stings, he said.
